Why there is no web sign-up form

A Garmin inReach device has no phone number or inbound address. Garmin will only route a reply to a device that has itself sent the original message, so this service is technically incapable of messaging a handset that has not messaged it first. There is no subscriber list to join, no web form, no paper form, and no verbal script — the user's own outbound text is the only possible opt-in, and it is also the only thing that makes a reply deliverable. Consent is therefore obtained through the text-message flow shown below.

Complete message flow

User opts in by sending a question by text from their own satellite messenger to +1 315 623 3343. No prior registration exists or is possible. This action is the consent.
The service replies to that message with a short informational answer, split across up to three messages when it exceeds the 160-character SMS limit.
No other messages are ever sent. The service never initiates contact, sends no marketing, and has no scheduled or recurring messages.
User opts out at any time by replying STOP, and receives a single confirmation. Replying HELP returns program information and the support contact. Replying START resumes the service.
